The city pays the visit. Tells them "your helping the homeless is a public nuisance. If you don't stop we'll have neighbors complain and then close you down as a 'nuisance' under the Safe Streets act. Then we'll eminent domain your property and new housing will go in".
The church stopped helping the homeless. Now the church is being told their Sunday services were disrupting the quiet of the neighborhood. That their congregation were clogging the streets when they parked. Same threat of ED now exists.
The real kicker to all of this is less than a block away is a bar that caters to the local gang bangers. We've had brawls that needed neighboring agencies to get them under control. We've had a murder in library park. There is constant graffiti and vandalism with gang tagging tracked back to the patrons of this bar. Nothing happens. Why? Sales tax revenue and oh, the owner and city manager are best friends.
Sadly the whole redevelopment agency idea has been bastardized and has become a way for developers to have their ventures underwritten on public funds. The real losers in the deal are the homeless as those that helped them are shut down for being an 'attractive nuisance".
Sorry for the rant, just wanted you to know the problem is rampant and no end in sight.
